(TO DO - define specification) A Specification describes the use and intended interpretation of a set of data elements for some application(s). Specifications are typically published by some governing body (e.g. but not necessarily, a standards development organization).
In the Collaboratory, specifications are identified as sources of Specification Elements, which are mapped to the terms defined in the City Data Model.
