The hasProperPart property specifies a part-whole relationship between objects where an object cannot be part of itself.

In City pattern, the hasProperPart property identifies spatial subdivisions of a city or a city division. They do not have to be distinct and can be hierarchical. A CityDivision can be specialized for use by a City to reflect its unique subdivisions such as Districts, Wards, Neighbourhoods, Prefectures, etc.
